MOUNT VERNON

RAVAGED by crack cocaine and mental illness, Bernadette Hopson was living in a shelter here six years ago when officials with Pathways to Housing, a New York nonprofit agency, approached her with an offer she could hardly believe: an apartment and a set of keys with no strings attached.

Ms. Hopson had heard plenty of promises on the street, so she was skeptical of this one. "But Pathways wasn't like that," she said in a recent telephone interview. "They were true to their word."
